[FIX] web, test_lint: remove afterEach from eslintrc test suite

Commit [1] added a call to "afterEach" and added it to the test suite
eslintrc but since it's only called there from the testing suite once
and since it was not sync'd in the regular eslintrc, it's better to add
it as a global in the file directly.
