[IMP] web_hierarchy: add padding on the last row

Prior to this commit, the last hierarchy row bottom was exactly at the viewport bottom, which was a little cramped. This spacing will clean this up. task-3562116 closes odoo/odoo#143941 Signed-off-by: Xavier Bol (xbo) <xbo@odoo.com>
