[REV] web_editor: toolbar should be scrollable on smaller screens

This reverts commit 3a7349d02b6b667c890af2f197a3640d875b804e.

This toolbar being more accessible in mobile (scrolling to access all
the buttons), sadly it broke the toolbar's dropdown...

closes odoo/odoo#101766
