[FIX] l10n_be_invoice_bba: inherit non existing view

The view 'res_config_settings_view_form' doesn't exist in the module
l10n_be, so as the field wer are referencing in the xpath is added in
module account, we inherit 'account.res_config_settings_view_form'
instead.
