[FIX] survey: fix base URLs for survey tours tests

Currently surveys tours are launched starting from / . However on this page
survey assets are not launched meaning ready code for survey tours is never
true.

Correctly setting base URL to be on a page loading survey assets unlocks the
ready code computation and allow to launch tests from command line notably.

This commit is related to task ID 1915356 and PR #29264.
