[FIX] website_event_track_online: PWA install banner visibility

Before this commit the Event PWA's install banner may be hidden behind
the footer if a non-zero z-index value has been set (like on odoo.com).

This commit raises the install banner to match the tooltip's z-index and
ensure its visibility.

closes odoo/odoo#56048
