[IMP] mail: make tracking without subtype a notification log (note)

This message is not linked to any real subtype and will never be notified
to someone. It creates a notification with subtype note. It is however
different from user-created notes and should not be propagated.

Tracking triggering subtypes are managed differently as they have a
business related meaning. It makes sense to notify them to followers.
