[FIX] website_mass_mailing: make website popup content visible/editable

View rendering from javascript has recently been made to check
permission(through PR #44993).

Some assets required by the iframe editor are rendered in JS so that they
can be injected into the iframe, but their permissions had not been updated.
It causes a crash while creating website popup and resulting into an empty
html field ('Website Popup Content').

This commit fixes that by adding groups="base.group_user" to the
required template.
