[FIX] mail: emoji picker with only widely supported emojis

1. Remove emoji that have unicode version equal or greater than 13.0.

2. Also removes "smiling_face" and "frowning_face" emojis, as although
they are old emojis, their visual support is quite lacking, so
they feel off. As substition, use "slightly_smiling_face" and
"slightly_frowning_face" respectively.

3. All regional flags have been removed.

4. the 11 remaining flags have been moved to "Symbols" category.
