[FIX] l10n_be_hr_payroll: Remove the ucm cost from the employer cost

Purpose ======= The ucm costs have been removed in the commit https://github.com/odoo/odoo/commit/bf7ee311058302aef17e8987989061278af24a2a It should also be remove from the employer costs, i.e. 12*wage*0.05
