[FIX] website_project_issue: put 'view task' button in email to portal users

Commit https://github.com/odoo/odoo/commit/9e981f6535cc7d8e46bc53ebd279b377c805e6a2 removed the 'view task' button for the groups 'customer' and 'portal'. Since this button works fine for portal users, we put it back for them. opw 1849770
