[FIX] project: fix display of project kanban reporting menu

Fixed issues

 * Tasks link redirecting to a Task reporting view not allowed
   to project user; link is not available only for project
   managers;
 * Whole : trigerring the menu that should be displayed only
   for project managers as it is displayed empty otherwise;
