[FIX] base_vat: vat_vies_container view priority

`base_vat.view_partner_base_vat_form` creates a new div `vat_vies_container` referenced by other views such as `l10n_mx_edi_stock.mx_partner_operator_form` All these extension views have the same priority and in this case the later is trying to access the div before it is even created.
