[FIX] l10n_gr: make tax data comply with constrains

The aim of this commit is to correct the tax data

Context:
The constrains linked to tax repartition line aren't triggered.
This resulted in some invalid data to be merged.

Before the commit:
l10n_gr contains invalid tax data

After the commit:
l10n_gr tax data are valid

closes odoo/odoo#130426
