[IMP] website_forum: redesign frontend, improve customer experience

Browse Source 
This PR supports the redesign of website_forum with additional features supporting
searches, tags, moderation, and links.

It includes slightly modified version of the commits in PR #120982 and additional
feature and refactoring tasks.
