[FIX] mass_mailing_sms : fix KPI in draft

There is the % Clicked stat button in SMS marketing form view when it is on draft or test. Fix to be only visible when the state is not in draft or test TASK_ID : 2078918 closes odoo/odoo#37615 Signed-off-by: Thibault Delavallee (tde) <tde@openerp.com>
