The gengo module is used for automatic translation, if you try to uninstall the module, at some point the required models/fields of gengo no more exist but the module is still in use by odoo for every translation. This commit fixes the problem by disabling the gengo translations when the system is installing/uninstalling a module. opw-1906293 closes odoo/odoo#28806
