P. Christeas edb16c16de l10n_ro: fix the inherit of res.partner form ...

Since it needs to supplement the "vat" field, it should reference the
inherited "base_vat.view_partner_form" that introduces it, rather than
the "base.view_partner_form" that doesn't have it.
