- Moved VAT report to Community repo
- Re-numbered XMLids of the report lines so that they correspond to the
  tag names
- Changed the tax repartition line templates to use the new tax tags
  defined in the VAT report
- Removed the obsolete tax tags and account tags

closes odoo/odoo#134590
