Antoine Vandevenne (anv) 7ec8e3454d [FIX] payment: don't suggest archiving acquirers when it's not possible ...

Payment acquirers don't have an `active` field, which makes users
confused when they try to delete an acquirer, and the error message
suggests archiving it instead.
