niyasraphy d289a59ab5 [FIX] transifex: update transifex project url ...

from april 3, the transifex has changed domain
from www.transifex.com to app.transifex.com

after this commit, the transifex project url
in the system parameter will be updated to
the new domain

closes odoo/odoo#118664
