qsm-odoo 6772c6ce34 [FIX] web_editor, website: restore anchor link feature ...

Following the new editor's merge at
https://github.com/odoo/odoo/commit/22efdfbecc1e8c688000be98903a5a355d1ece8a,
the anchor link feature was not working anymore.

This commit also fixes a feature behavior: when editing a link which
already contained an URL, the anchor field was not shown directly.
