This reverts commit ad826f56ba.

If for example we had in a template:

 <script type="text/javascript" src="/payment_stripe/static/src/js/stripe.js"></script>

it has been reproduced to be gotten as:

 <script type="text/javascript" src="/de_DE/payment_stripe/static/src/js/stripe.js"></script>

which is unexpected and could cause an error.
