Bruno Boi cfb1a65fc2 [FIX] web: make tooltips for the view switcher consistent across views ...

With the new OWL view infrastructure introduced by 0134495, tooltips for the view switcher are not consistent across the different views. The converted views show a popover component, the legacy views show a browser tooltip.

After this commit, the view switcher's tooltips are always a popover component.
