Jeremy Kersten 5ad278ac08 [FIX] web_editor: show 'open in new window' on link edit ...

Before this commit, when a user open an existing link in the editor
he cannot check/uncheck the option "Open in new Window" while he don't
update the url.

The field was hidden while keyup was not called.

After this commit, if the url contains a url, we show directly the checkbox.

This commit fixes opw-1819601
