John Laterre (jol) ff0275be6b [IMP] account: credit limit by partners ...

The basic idea of this functionality is for users
to be able to put limits on Partners that would
trigger non-blocking warnings when trying to confirm new:

- Sales Orders
- Invoices

when that partner has too many open invoices.
