Morgane (morm) e095e62f4a [IMP] web_editor: different layout in mobile for toolbar

Prior to this commit, the responsive behaviour of the toolbar was a
scroll-x.
I added conditions with widget.isMobile(), to allow the layout to change
in mobile (ex: all the list options in a dropdown).

closes odoo/odoo#110161
