Lucas Perais (lpe) 4181063031 [FIX] hr_expense: domain for field employee ...

Before this commit, the domain applied to the field
employee_id on hr_expense was wrong, so a simple officer (no other rights)
could not see the relevant people

After this commit, the domain is correct and matches the one on the
officer group's record rule
