The names of snippet blocks are not translatable because their name is
obtained from a their template name which is not a translatable item.
For markets that use a non-latin alphabet this is a no go.
This commit makes it possible to specify a `string` attribute in the
`t-snippet` blocks that makes their name inventoried by the translation
process.

The aim of this commit is to simplify and standardize the settings archs.
To do this, a small DSL exclusively for the settings was created. This
new DSL introduces 3 tags: `app`, `block` and `setting`.
The `app` tag is used to declare the application on the settings view.
It creates an entry with its logo on the sidebar of the view. It also
acts as delimiter when searching.

- `string` : The "display" name of the application.
- `name` : The technical name of the application (the name of the module).
- `logo` *optional* : The relative path to the logo. If not set, the
logo is created using the `name` parameter :
`/{name}/static/description/icon.png`.
The `block` tag is used to declare a group of settings. This group can
have a title and a description/help.

- `title` *optional* : The title of the block of settings (the old h2),
you can perform research on its text.
- `help` *optional* : The description/help of the block of settings
(the old h3), you can perform research on its text.
The `setting` tag is used to declare the setting itself. The first field
in the setting is used as the main field (optional). This field is
placed on the left panel (if it's a boolean field) or on the top of the
right panel (otherwise). The field is also used to create the setting
label if a `string` is not defined. The `setting` tag can also contain
more elements (e.g. html), all of these elements are rendered in the
right panel.

- `type` *optional* : By default, a setting is visually separated on two
panels (left and right), and is used to edit a given field. By
defining `type='header'`, a special kind of setting is rendered
instead. This setting is used to modify the scope of the other
settings. For example, on the website application, this setting
is used to indicate to which website the other settings apply.
The header setting is visually represented as a yellow banner on
the top of the screen.
- `string` *optional* : The text used as label of the setting. If it's
not defined, the first field is used as label.
- `title` *optional* : The text used as tooltip.
- `help` *optional* : The help/description of the setting. This text is
displayed just below the setting label (with classname
`text-muted`).
- `company_dependent` *optional* : If this attribute is set to "1" an
icon is displayed next to the setting label to explicit that
this setting is company-specific.
- `documentation` *optional* : If this attribute is set, an icon is
added next to the setting label, this icon is a link to the
documentation. Note that you can use relative or absolute path.
The relative path is relative to
`https://www.odoo.com/documentation/server_version`, so it's not
necessary to hard-code the server version on the arch anymore.

A snippet option describes where standard snippets can be dropped in the
page (which is currently in oe_structure elements or html fields, except
for the footer which can only have one snippet). Some external snippets
in other apps or themes were not using this snippet option but defined
their owns which were not adapted to the correct drop locations.

Revamp res.configsetting and view Form simplified
Transform old 'useless' stored field for presentation by computed field.
We can consider that if there are not key, feature is disable.

Today, Odoo is really tricky to use without seeing the screen, it must be improved to be usable.
This PR forbid to use labels without a "for" attribute, add some title, rule and aria attributes in HTML. With that, Odoo will be fully usable with a screen reader.

The 'oe_link' class is not linked to any style. The class is
automatically converted to 'btn-link' for <button/> elements but this
will not be done on <a/> elements as they are (nearly) unprocessed
node during views rendering.
Also there is minor difference between a '.btn-link' element and a
<a/> element anyway (and maybe there should not be at all).

e.g. twitter roller is now suggested as a new snippet to install from website editor
google maps, slides, forum, etc. should show up in the apps store
- When saving the page I expect to stay in the settings -> no redirection to homepage anymore!

The twitter settings view contained a link which opened an inline modal
with a tutorial. As inline modals are not supposed to be supported by
the backend (the Dialog JS class should always be used), this is removed
and replaced by a link to the online Odoo twitter documentation.

- t-install attribute holds the technical name of the module that
needs to be install to use a particular snippet.
- Disable the drag & drop feature for these dummy snippets.
- Move some images to website module.
- Installed snippets display at the top of the list.
- Hide not-installed module snippets if user don't have rights to install module.
website.snippet: The methods described in javascript will be called automatically from the data-method_name = value on li snippets options. The methods are called in the order relative to children of xml (eg: <li data-method1=value1> ... <li data-method2=value2> ... </ li>, the method1 is then called method2). Methods receive two arguments: type (over, click, reset) and value. data-snippet-id-option becomes data-snippet-id. Several xml options can use the same data-snippet-id.

CKEDITOR_BASEPATH has to be defined, by default ckeditor will load its files
relative to "itself" (the file which executes it). After bundling, the path is
incorrect and ckeditor looks for its files (e.g. en.js) in the wrong place.
