removing the need for sprintf.

The goal of this commit is to prepare ground to remove
lazytranslate function _lt() and keep only _t()
for a better understanding of the use of the translation function.
In this commit,
the translate function _t() has been updated to return the translation
if they are loaded. If not, it throws an error.
the lazytranslate function _lt() returns _t() function.
Corollaries :
Steps in test tours are now a function that returns an array of steps
to avoid any interpolation of _t in this ones before translations has
been loaded.
Example :
registry.category("web_tour.tours").add("example", {
test: true,
steps: () => [
{...},
{...},
],
});

Currently, only stable releases see their translations updated. This has
resulted in master accumulating outdated stuff for years, which can be
confusing for users testing master on runbot.
This one-shot commit resynchronizes master translations based on the
content from 16.0 and removes empty PO files (i.e. no longer containing
translations).

This commit removes the module "web.dom_ready" and
adapts the modules that imported it.
This module was used to wait for the content to be
loaded to manipulate the dom after that.
The goal is to remove async modules and simplify the
module loader in the future.

b3b85cae9b unwittingly broke
auth_password_policy_signup when it ported everything to owl.
- move the CSS file back to assets_common
- reintroduce the old password gauge, moved over to signup (as it's
not used anymore by auth_password_policy), and converted to modern
JS style
- convert signup_policy to more modern JS style (for consistency)
Manifest file doesn't need to be updated because it globs.

The license is missing in most enterprise manifest so
the decision was taken to make it explicit in all cases.
When not defined, a warning will be triggered starting from
14.0 when falling back on the default LGPL-3.

* allows portal users to update their password
* and manage their API keys
* any anything technical / security related we may need to add in the
future
Also bridge module for the password meter (auth password policy).
Purpose
=======
The current kanban view is messy. It is difficult to identify which
apps are installed or not. The user can completely miss a module
that might have interested him. A search panel would make things way
more readable.

* auth_password_policy_signup, auth_signup, website, portal, survey,
web_unsplash, website
Following the new editor's merge at https://github.com/odoo/odoo/pull/29775
web_editor.base has been moved to website while it was still used by
frontend pages which do not depend on website (especially portal).
This commit moves web_editor.base to portal while waiting for
https://github.com/odoo/odoo/pull/29442. It also removes the unnecessary
dependencies to it in non-portal pages (in survey for example).
* generic strenght meter widget which can be included in various
places
* password field, taking over the isPassword special cases strewn
throughout the codebase, this should probably become an actual thing
in core /cc @ged-odoo, the meter is opt-in as most uses of
`field[@password=True]` are passwords & secrets for third-party
services or external servers for which a meter would not make sense
* separate override of the ChangePassword wizard which isn't a regular
view for some reason
* direct implementation for signup pages (create user & reset password)
Skip/comment/remove existing testing of @password fields: the policy
replacement/augmentation needs to make an RPC call and does not
support readonly use (because it doesn't seem to be used anywhere so
that made sense?); and there currently is no way to augment or
override/replace existing tests, so the tests will either fail when
auth_password_policy is installed (current situation) or fail when
auth_password_policy is not installed (if updated to be compatible
with APP).
