Purpose is to try to have a single entry point when dealing with rating
values. Also fix incoherency introduced with odoo/odoo@32ba417549 where grades
are not coherent in all computation. This new computation seems better as
bad is now limited to <= 1 everywhere.

It currently holds two different mixins. Let us split it into two files in
order to have a file per model. Also a quick reordering of rating model is
performed just to sort a bit things

This commit simply move code for both rating.mixin
and rating.parent.mixin in their own file to ease
the reading of code, and fit the guidelines.

rating module provide now post a message with a
rating value, though `message_post` method.
'mail.message' also has now a `rating_value` field
to ease searching and filtering.
This will help the ecommerce (and other website modules)
to post a comment associate with a rating.
