- The draft state is name 'RFQ' and not 'Draft PO'
- Do not display 'Re-print RFQ' in state 'sent', as it is not always the case
Otherwise, when uninstalling the `purchase` module, this
menu is not deleted, while it should.
Besides, there is no reason to set `base.` to this xml_id:

On the product_template, the stat button to indicate the purchased quatity
is buggy in several ways.
1/ The states in the read_group domain have been mistaken with the states
on the picking (clap, clap)
2/ The read_group is seeking the fields product_id and quantity. Too bad, on
the model the name is unit_quantity (clap, clap)
3/ The displayed PO lines weren't chosen from a domain. So the computed quantity
didn't correspond to the displayed lines from the button (small clap, clap)
4/ The action_purchase_line_product_tree linked to the stat button is selecting
the PO lines where the product is the product id. Too bad, on the PO line
this is a product.product and on the current object this is a product.template

This additional administration group was formerly used to hide
the configuration menuitems for the common users.
Being manager should be enough to access these items
On the field 'Add Purchase Order' on vendor bills, don't allow the
user to create a new purchase order.
The button 'Set to Done' is not clear. This button will prevent the
creation of new invoices for this purchase order. Done is not a 'final'
state and the naming is not clear. Fp proposes to rename the state
'Locked' and the button 'Lock Bills'.
- Separate group_stock_multiple_locations into 2 groups:
o group_stock_multi_locations
o group_stock_multi_warehouses
- Add a selection fields to manage the 3 levels of warehouses management complexity:
o Manage 1 WH with 1 location
o Manage 1 WH with multi locations
o Manage multi WHs with multi locations
- Display the menuitems and fields accordingly
- On a company creation : Create a related Warehouse
- stock.location : Add a helper on the parent location
- stock.warehouse : Add a helper on the company_id field
In enterprise/web/static/src/xml/base.xml, the javascript template
ListView uses on each column (field) column.width() where width is
a javascript function. Then argument width cannot be use in tree view.

The drop ship address was missing from the view, making impossible to
specify the address where the products needed to be delivered.
The fix adds the missing field to the view, and make it visible (and
required) if the delivery must be done at a customer location.

group_no_one is almost no longer accessible (way too technical to ask to modify
the url to end users) while this field is simply more advanced configuration
(functionnal and not technical).
Replace technical feature group by purchase manager.
