In 12.0 it was 3.5 but for 13.0, it is acceptable 3.6.
Debian Buster has 3.7 and Ubuntu 18.04 LTS has 3.6
This will avoid undeterminist errors with OrderedDict
CentOS 7 still does not ship python3 by default but it is possible to
install it and CentOS 8 with python 3.6 was released in septembre 2019

Prior to this commit, the documentation page for the installation of Odoo had lots of inconsistencies, errouneous information and a bad structure.
This commit restructures the page to split the Source Install chapter into three sections for Windows, Linux and Mac OS.
Each section is entirely rewritten to be accurate, logical, clean, easy to understand and focused on its purpose (removed tutorials of non-Odoo softwares).

We now support version 0.12.5(.1), which is available for all recent Debian and Ubuntu versions,
and contains quite a few bug fixes. An up-to-date version of Odoo 10 or later is required, for
pixel-perfect compatibility with the result of 0.12.1.3.

After the Odoo package is built, the package.py script uses a Docker
image to test the package. After that python3-qrcode was added as a
dependency for the package in 2ff49c5f , it revealed some issues.
A missing cli parameter and a forgotten '&&' in the Dockerfile prevented
the installation of the depending packages.
Also, the script shebang was wrong by launching python2.
Finally, the fact that python3-xlwt is missing in Debian stretch was
highlighted. With this commit, the python3-xlwt is explicitly removed
from the dependencies and the documentation is updated accordingly.

- automatically include or exclude dependencies from requirement.txt using requirement specifiers
Note that for lxml on windows, we will always install the latest version because the version 3.7.1 does not exist on
windows in WHL.

Odoo setup/install documentation needed a re-organization and an update
to reflect the latest dependencies versions.
There was too much warnings and danger signs on this page.
Finally, the structure was not the same for each install method.
* As CentOs is actually too old to handle python3 dependencies for Odoo,
rpm install method is explicitely mentioning Fedora 26.
* The "yum" package manager has been deprecated in Fedora and replaced
with "dnf".
* As Debian and Ubuntu don't ship a python3-num2words package, the
documentation must provide a hint on how to install the module using pip.
* The documentation was missing the virtualenv way of installing Odoo.
* Paragraphs mentioning configuration file were removed. The
reference/cmdline page should be updated consequently.
On Ubuntu Xenian, the Odoo package was difficult to install because
three Debian packages were required but could not be found in Ubuntu
repositories. As those packages are not really crucial, they are
now only suggegsted by the Debian package which is therefore
installable on Ubuntu Xenial. One can manually install them as
explained in the documentation.

Remove old bazar to git (was intended for the 8.0)
Remove outdated setup_dev script: it was intended for odoo developers but if you
are not able to make a git clone, you are going to have a bad time later.
Purpose:
The psycogreen module is unmaintained. Last source update was in
2015 and last pypi package was in 2012. Odoo only use a small
part of the psycogreen module that could be written directly in
the odoo code. This commit reproduce the small function from
psycogreen used in ODoo and remove all depencies from it.
Also the copyright and license are honored and the documentation
is updated accordingly.

- The `--no-database-list` option will now also block access to database
management functions and screens.
Presumably this flag should only be used in production when all
databases have been provisioned, so the admin should like to block
access to the db manager at the same time.
- If no `--database` or `-d` parameter is provided, the system will be
unable to fetch a list of databases at all, so users will be blocked
with an error message.
- Hide the link on the login screen to the DB manager when it is
disabled, to prevent sending users to an error page.

Note: the security check for RPC methods could have been done in the RPC
dispatcher, however that would not have protected service methods when
called directly, e.g. by a controller (e.g. the dump method).
The 'xmlrpc'-based configuration parameters have been a misnomer since
the introduction of the generic HTTP service, years ago.
Hide these options from the server parameters, and replace them with
more appropriate 'http' ones:
--xmlrpc-interface -> --http-interface
--xmlrpc-port -> --http-port
--no-xmlrpc -> --no-http
The config entries for these have been adapted as well.
The old parameter names are still silently supported in both
command-line arguments and config files. However they are
stored with the new names in the `tools.config` dict,
and when saving config files (with the -s option).
Also clarified and cleaned up the descriptions of the HTTP/WEB server
parameters.
And finally, added a short version `-p`, for the `--http-port` option.
