We noticed users may have difficulties noticing where the tip is in the
page, even when searching explicitly for it. This commit reviews the
design and improves the scss: the tip shape is now made of an unique
transformed element with a white border all around. The box shadow was
also made more visible. The visibility over white elements stays the
same as before but it is now way more visible over dark content (like
the website editor panel).

Before this commit, tours were activated in a non deterministic way and there was
no way to control the order.
Now there is a `sequence` key in the options dict (i.e. the second parameters of
`tour.register`) which will determine the tour sequence order, the lowest being
first and going upward. Unsequenced tours will behave as before with no particular
order.

This commit moves some step utils in a dedicated file and add new ones.
These steps will be very useful for the Main Flow Tour to avoid
duplicated code.
To do this, we also had to transform it into functions to allow
utils to call each other. Existing one are converted for
standardization purpose.
Note that 'WEBSITE_NEW_PAGE' wasn't considered as an util.
This is a very simple step only used twice.
The old tree views don't really exist anymore, this odd pseudo-flag to
dispatch between "list" and "tree" tree views has no reason to remain.

This commit takes advantage of the other commits of this PR to enable
lazy loading for most frontend javascript:
1) Extract the minimum part of the assets common:
- promises library and polyfill
- boot.js
2) Create "assets_common_lazy" which is "assets_common" - "minimum"
3) Include the "minimum" assets in frontend layouts using "defer"
loading and "assets_common_lazy" using "lazy" loading
4) Create a script to do the actual lazy loading in a "minimum" frontend
assets
5) Lazy load the current frontend / website editor assets

Moves this class in an Odoo module so that other addons are able to
require and include the class in order to add different helpers.
This will be usefil in the `stock_barcode` module that will add a `scan`
helper.
