Olivier Dony 0bd4545348 [LEGAL] Use global LICENSE/COPYRIGHT files, remove boilerplate text 
- Preserved explicit 3rd-party copyright notices
- Explicit boilerplate should not be necessary - copyright law applies
  automatically in all countries thanks to Berne Convention + WTO rules,
  and a reference to the applicable license is clear enough.

Olivier Dony 1f410045c8 [FIX] l10n_at,l10n_tr: remove windows UTF8 BOM in Python source files, redundant with magic coding comment 
Actually makes the babel term extractor fail with this
error:
  SyntaxError: python refuses to compile code with both
  a UTF8 byte-order-mark and a magic encoding comment
