When using the route `/report/barcode/...` in a report, wkhtmltopdf
makes htpps requests on the server to retrieve the barcode image.
If a lot of barcodes have to be printed, this can overload the server
with too much requests and makes wkhtml crashes.
With this commit, the qweb barcode widget is used to include the barcode
as an img tag with inline barcode image as base64 data.

Creates a generic barcode template that prints the record name + its
associated barcode (if it exists). Generic template is a combination of
previously existing stock.picking.type and stock.location barcode
reports.
Updates stock.picking.type and stock.location barcode reports such that:
- they have a title (for clarity when combining them in the same pdf)
- they use the same (newly created) generic barcode template for an
aligned look
Also adds some formatting changes (proper indentation for legibility).
Supports a review comment of overall barcode improvement task

This commit makes it so the order of the products in the Operations tab
of a transfer (stock.picking) form is the same order in the "Picking
Operations" report. Previously the products were being printed by
product id in the report and this is no longer desired as it makes it
more difficult for stock managers/workers to work. This addresses
specification 4 of overall usability improvement task.

The only good solution is to set `show_reserved` to `True` to avoid any
kind of weirdness...

When printing the 'Picking Operations' report in case of a receipt,
lines are duplicated.
This is because we need to print the `move_line_nosuggest_ids` as
displayed in the view.

When printing a delivery order in waiting state under MS Windows, the
produced PDF does not use the proper font for the warning line.
This leads to an unreadable line full of small rectangles.
The problem comes from the fact that the 'fa' class is applied to a full
paragraph.
With this commit, the proper 'i' tag is used to display the exclamation
triangle.

With BS3, if a column was supposed to be aligned on the right, using
the 'pull-right' class on it did the trick.
With BS4, this is not the case anymore as .row elements use flex.
This commit use one of those 3 solutions case per case:
- If the column was alone on its row, then adding the
'justify-content-end' class on the row.
- If the column was not alone on its row, then adding the 'ml-auto'
class on the column instead.
- If the column was already filling the row, there was no point in
aligning it to the right
Note: this commit does not case about potential xpath which would add
new columns in one of those rows. If any, this can be handled as a fix
later.
Today, Odoo is really tricky to use without seeing the screen, it must be improved to be usable.
This PR forbid to use labels without a "for" attribute, add some title, rule and aria attributes in HTML. With that, Odoo will be fully usable with a screen reader.

We added a model to work easily with packages, using the quant packages
was not a good solution to move entire package and plan package moves,
because we always had to give the picking in context, and create some
move lines, so it was only possible when state was assigned (when move
lines exists)
So we created a model package level, linked to picking, move and move
lines allowing to easily plan package transfer and put in pack.
Since revision f6144fe1f3,
the decimal accuracy for the product quantity in
the picking operations report was no longer applied,
leading to display a bunch of numbers after the comma
in some cases.

Display the reserved quantity of the move line. Before this patch, it
was only displayed if the product was tracked by lot or serial number.
Not showing it make the only visible quantity on the report the initial
demand of the move, leading users to think the move is fully available.

Moves UoM models, test and data to a new addon in
order to be able to use uom without product.
A simple example is be to be able to use UoM for
timesheets.
This commit only move code, and adapt xml ids
without chaging any feature or functionnal

When deliver all at once on a picking the expected date for it
was the minimum expected date between the stock move
for this picking. (same behavior as partial delivery)
This commit merge both min_date and max_date field in a single
field named shceduled_date. It replace min_date in views by
sheduled date that varies following picking move_type.
When clicking on the delivery order linked to the SO with a portal user,
a access right error was raised.

The portal user cannot read the fields of the partner linked to the warehouse of the picking.
The unreadable fields were in external_layout_footer.
2. The portal user is not allowed to read the field barcode on a product.
