william eaa7f93c0f [IMP] l10n_*: update the module categories 
Task 2309613

We have a new hierarchy:
* Accounting
  * [Generic, not changed]
  * Localization
    * Account Chart
    * Check
    * EDI
    * Point of Sale
    * Purchase
    * Reporting
    * Sale

This helps in displaying only the chart of accounts when clicking on
"Install more Packages" from the accounting settings in the Fiscal
Localization section.
We can also refine the search in the _auto_install_l10n post init hook
of account.

Correcting previous commit according to mart-e especifications
State codes follow the ISO 3166-2. Each code is compound by two parts separated by a hyphen "-". First part is "EC" (The ISO ecuadorian code), and the second part is the ISO state code.

Correcting res.country.state file according to mart-e especifications

Adding the states directly in the l10n_ec file

william d2851b2039 [IMP] l10n_*: add demo company 
Task 2198388

When testing and demoing localization, it can but cumbersome to create a
Company with the right credentials and install the chart of account on
it.
This commit aims to shorten the process. The first version only contains
a valid vat (or similar) number, but we should add fields specific to
localization in the future so that we have a working environment as soon
as we install the localization.

Yannick Tivisse 4c291e3f70 [IMP] base: Display searchpanel on ir.module.module views 
Purpose
=======

The current kanban view is messy. It is difficult to identify which
apps are installed or not. The user can completely miss a module
that might have interested him. A search panel would make things way
more readable.

Mehul Patel 3fb4159ad9 [IMP] account,sale,l10n_*: display tax amount per tax group in sale/account reports 
Each tax is linked to a tax group. Each tax group is display separately with the corresponding amount when the business reports (invoices/sale orders) are printed.

NB: Because each tax is now linked to a tax group. Every localization have been updated according it.

Nicolas Martinelli f57f133047 [IMP] account, l10n_*: remove dependency on base_vat 
Localizations depend on the module "base_vat". It is therefore
impossible to remove base_vat without the localization. This causes
issues for users who simply want to deactivate the VAT check.
