* The module was not loading the fiscal position templates before executing the template generation.
* Also, as reported in #15384, at the second installation it was crashing because of a missing xml id (which is not supported currently). This last bug was fixed by giving specific xml_ids instead of skipping the data.
This reverts commit 929d983575.
In some cases, the records have no xml_id like
in module l10n_jp, the way the account.fiscal.position.tax.template
are declared in account.fiscal.position.template.csv doesn't set
an xml_id for these records. So when using, the function create_record_with_xmlid
it raised an error if the record has no xml_id because it tried to concate
a string with a boolean with "str(company.id)+'_'+template_xmlid.name".
Fixes: #15384

Split method generate_account() in chart template generation to allow an easier overwritting of the vals in case a localization added some custom fields on account.account object. Courtesy of David Arnold(dar@devco.co)
- Set multi company
- Create 2 new companies
- Set a chart of account for company 1 (ex Belgium)
- Set another chart of account for company 2 (ex UK)
This is because the generation of accounts from templates doesn't
restrict the accounts to the current one.

Was PR 11230
Major changes:
- No use of UoS anymore
- No analytic journal (journal_id) on account move lines
Reason: complete rewrite of the Sale module.

Checks that the provided user (or user in the provided dataset):
* is the superadmin
* or is a member of group_erp_manager
There are a number of hand-rolled "is_admin" checks in the codebase some
of which are fairly gnarly. The shortcut provides a single point of
contact, avoids forgetting about cases (e.g. SUPERUSER_ID) and is
relatively convenient when checking a user which is not the "current"
user.
