The tour try to click on the language dropdown before the reloading of the
page if the server is slow.
To fix it, we avoid the reloading by the rte, and trigger the reload
in '_reload' method of editor menu who add the class 'o_wait_reload'.
We add a selector and trigger in the test to avoid undeterministic error.

In the call to Chart.js we pass a ctx which should be a DOM element,
however we pass `null` as the ctx.
It seems that what happens is that we look for the DOM element inside
the `document` (via getElementById) but this element is not yet inserted
into the document, hence this returns `null`.
Since we already have a reference to the canvas element which should be
used as ctx, we can probably just reuse this reference

This commit, unfortunately, mixes three things:
- Restoring as much as possible the scss organisation to allow styling
the web_editor UI properly.
- Fixing some bugs like a border around the page once the editor is
loaded, no ability to scroll the snippets, etc
- Introducing a whole new UI for snippet options: a left panel instead
of the old dropdown & button overlay.
Note: this commit also do some linting and ES6 convertion even though
some of it has been done in the parent commit.
Note 2: some elements that were removed are still styled in the POS apps
but this is because part of a feature was removed while leaving dead
code behind, this is handled in another PR which is to be merged
(https://github.com/odoo/odoo/pull/36136).

With this commit it is now possible to change the lang displayed in the URL.
Eg, you could use `/fr` instead of `/fr_BE`, or even a fancier `/french`.

The wysiwyg abstraction layer was introduced in saas-12.2 by
commit f2969923. Its goal was to provide an external interface
for other modules that wanted to use the editor feature such
that the editor core itself could be changed without requiring
extensive changes in the other modules.
This commit is adapting the wysiwyg interface to instantiate
the 12.0 editor below it rather than the saas-12.2 one, thus
reverting the "new editor" part of f2969923 itself.

The published button name is a bit ambiguous, now it will clearly state
what it does with a new title : "Go to Website". The "Published",
"Unpublished" state is shown with the globe icon changing color
(green and red) and a title on the button.
Badge and Delivery don't have a website page, the button will then be
a publish/unpublish button in the backend.

As we now have a new debug mode 'tests' which load a new asset bundle
containing tour-test files, we moved those files to a new folder hierarchy.
That will clean the .js files trees.
Also, those files should be included in the new asset.
Basically, the .js tour files (not test) should be inside /static/src/js/tours
while .js tour test files (test=true) should be inside /static/tests/tours next
to QUnit tests, inside a tours folder.

This rev. introduces robust helpers to use in the JS tests suite to
interact with DOM and components, and starts using them (almost)
everywhere.
All the helpers are exposed though testUtils.js.
There are 2 kinds of helpers:
1. Assertions
-------------
* assert.containsNone, containsN, containsOnce check that the DOM
(or a specific part of the DOM) contains a `selector`. It
generates a correct error message automatically.
ex: assert.strictEqual(form.$('.o_form_editable'), 1, "msg");
-> assert.containsOnce(form, '.o_form_editable');
* assert.isVisible, isNotVisible check that the DOM has an element
visible or not. They also check that the element is actually in
the DOM (before most tests didn't verify this).
* assert.hasClass, doesNotHaveClass, hasAttrVAlue, check specific
properties of a DOM element, and also validate that it is
applied on a single existing DOM element (before most tests
didn't verify this).
ex: assert.notOk(form.$('button').hasClass('btn-primary'));
-> assert.doesNotHaveClass(form.$('button'), 'btn-primary');
2. Utilities
------------
The goal of the utilities is to centralize the definition of many
standard components and interactions, ensuring that when we
refactor the JS framework, we do not need to change all the tests.
Existing mock utilities (addMockEnvironment, intercept, path,
patchDate, unpatch and fieldsViewGet) are moved to
'testUtils.mock.*'.
Existing DOM utilities are moved to 'testUtils.dom.*'.
New dom utilities are created for opendDatePicker, click,
clickFirst and clickLast. Helper `click` verifies that there is
exactly 1 element visible in the DOM you click on, `clickFirst`
and `clickLast` verify that there are more than one element on the
DOM.
ex: form.$('button').click();
-> testUtils.dom.click(form.$('button'));
New Form utilities: (testUtils.form.*)
clickEdit, clickSave, clickCreate, clickDiscard, all clicks on
the control panel buttons of the form.
`reload` reloads the form data.
New modal, graph, kanban and pivot utils (testUtils.pivot.*,
testUtils.kanban.*, etc.).
New fields utils: (testUtils.fields.*)
* editInput, editSelect: allow to change the value of a field,
using a selector to identify it. They validate that the input
exists and trigger the change event automatically.
* editAndTrigger: allow to modify a field and trigger specific
events after the value change
* many2one (testUtils.fields.many2one.*)
clickOpenDropdown, clickHighlightedItem, clickItem,
searchAndClickItem: use a field name instead of a selector and
do all the complex mechanism to open, filter and highlight
many2one fields.
