[IMP] base: Remove ir.actions.todos on module install
And jump to the App Switcher automatically on module install/upgrade.
That way, we can remove a lot of ir.actions.todo in the code.

[REM] Remove ir.actions.todo on module installation leading to frontend page
Since we have the app switcher, it makes no sense to jump on a
dashboard view.
