Pankaj KamaniandMohammed Shekha 1a7815f8b7 [IMP] web,base_setup: add option to disable special effects 
Some people prefer not to be disturbed by any flashy information.  In
this commit, we add an option to do just that.  When the 'show_effect'
option is set to false, then the messages that would be displayed by an
effect will be displayed in a notification.

Duc Dao 66c7e130d5 [FIX] base_setup: don't crash if template is empty 
Before this commit:

* Activate debug mode.
* Go to general settings > Document Template.
* Change the Template selection to the empty value.
* Click on "Edit Header".

Result: Traceback.

This happens because we try to concatenate the value of the template
field to a string, and since it's empty (False) boolean and str can't be
implicitly concatenated, this of course raises an uncaught error.

After this commit:

* We check if a template has been selected before performing the
concatenation.

Thibault Delavallée faf6165e03 [REF][FIX] base_setup, sale, website: update config field name for config_parameter fields 
Those fields are prefixed by default_ which now strictly means they
should be linked to a default value for a given model. Their name
is updated so that it does not conflict with the strict verification
done recently for settings.
