This commits removes a disambiguation on the choices of the 'Adjustment Type' selection as 'in your favor' could be achieved by debitting the 'Collected Tax' account or creditting the 'Paid Tax' accounts (respectively for 'in favor of the Estate'). The choices now refers directly to the journal item where the tax is gonna be copied

* Reconciliation
Change the way the reconciliation method was written to optimize performances.
Remove the "skip_full_reconcile_check" stuff that is more confusing than helping.
* Object creation
Remove the creation of tax_line from tax_ids in the account_move_line create method.
Remove a bunch of context that were invalidating the cache way too often

* payments list views are now using filters instead of domain, so that user can easily find back any payments (also transfer that haven't their dedicated menuitem)
* when clicking on a ling to create a new payment from the dashboard, the form view is directly open instead of the list view

The former version of the tax adjustment wizard was copying the selected tax on both the credit and debit line of the created journal entry. Although it was fine for the belgian use case (since the report was taking only the sum.debit or sum.credit to gather data for grid 61/62), this was a stupid limitation as it was preventing to use that wizard to touch any grid using sum.balance (as both lines would be taken into account and cancelling each other).
To enhance/fix this, we introduce a fields.selection in the wizard to depict if the tax needs to be copied on the debit OR the credit line.

Commit a7ac2cf9fbb57242c1f528c4d6604af0e1509dae attempted at introducing a python constraint to make the fiscal day fall within the month boundaries (eg. not to be able to set Feb 30th)
The constrain appeared to fail depending on the order of its dependencies' evaluation.
After this present commit, we force the out of bounds given date to be the last day of the month
Add a setup bar on account's dashboard, so that the user can more easily enter the initial data of his Odoo installation, following the steps that are proposed to him.

When refunding an invoice with the option: "Cancel: create refund and reconcile",
it raised a warning: "You are trying to reconcile some entries that are already reconciled!"
because in some cases the refund is linked to several entries which match the same
account of the invoice. So it tried to reconcile several times the same entries.
