Since record creation is faster when done from a CSV file,
hence, we move account tags definitions into CSV file.
Also, there was a tag with XMLid 'account_tag_174' defined
twice in XML file, which has been removed.
Total 1082 records of account.account.tag will be created
after removing one duplicated tag.

This commits refactors the code of the reconciliation, in order to facilitate the process of complex use cases, namely multi-currencies or cash-basis-taxes related (see details below). It also prepares the code for a second refactoring where we will save on each journal items the amount_currency and currency_id field (even in case of operation made in company currency), also in the sake of simplification.
1) Multi-currencies:
- the account.partial.reconcile model now will have dedicated columns to specify the amount of the partial reconciliation in the debit_line_id currency and the credit_line_id currency. That comes in handy when dealing with journal items having different secondary currencies, but also allows some simplification.
- residual_amount_currency computation changed accordingly
- moved models account.full.reconcile and account.partial.reconcile in their dedicated .py file
2) Cash basis taxes
- cash basis entries now handle correctly rounding errors to make sure the exact amount of gets reported when the reconciliation becomes full.
- the account for the base amount of cash basis entries has to be set, now, on the company instead of on each cash basis tax.
- that new 'property' field can be set at the CoA installation via the field property_cash_basis_base_account_id of account.chart.template, or going through the accounting settings.

Before this commit when installing l10n_mx chart of accounts taxes for
0% and 4% were the ones assigned by default in products or in invoices
for sales and purchase, respectively.
Reason was wrong sequence in the Template of Taxes, combined with order
of creation, ids.
now the two ones with lowest sequence are the 16% Taxes.

The domain for the tags in the taxes indicates that the country must be
the same that the tax country:
domain="[('applicability', '=', 'taxes'), ('country_id', '=', country_id)]"
For this reason is necessary assign the country in the tags, to allow
register new taxes or change the tag in the records created.

The tags in the tax are created for the Mexican taxes (IVA, ISR & IEPS)
This was assigned in the taxes on 3efefd2171,
but in the commit 333c22edd9
was removed from the tax 0%.
Now was returned that data, to be consistent with the tax for 16%

[IMP] l10n_*: don't define accounts or tags on tax repartition line templates anymore for 0% taxes
[FIX] account: remove old function used to migrate the former tax model, incompatible with the new one
- Add repartition lines on taxes
- Link account tags directly to account.move.line; remove the tag_ids field from account.tag
- Add a new report engine dedicated to tax reports, directly generating account tags. It is called as an alternate mode of generic tax report, with a dedicated "Use tax grids" toggle.
>> The biggest change lies in the way the new tax report computes its values.
Everything is now aggregated directly using the tags set on the account move lines. Thanks to that,
modifying the configuration of a tax today will not impact the report for the previous periods anymore.
This is a big improvement, as it means the report will keep on reflecting the values that were submitted
to the state before, whatever the configuration change.
- Add an audit char field to account.move.line telling with tax grids are impacted by the line, with the corresponding amount
- Modify the behavior of cash basis taxes: the cash basis account is now used as the transition account, while the regular account given in tax declaration is used to store the final entry (it was the opposite before)
- Modify every l10n_* module in order to keep them consistent with these changes

Since those taxes are missing a sequence and they're at the bottom of
the data, they're being taken as the default ones for the mexican chart
of accounts. However, the default taxes for sales and purchases should
be IVA 16%.

The tax for 8% is used in the northern border zone of Mexico
Is a new tax and must be used in the DIOT report and in the CFDI for
sales.

XML.
The SAT xsd allow only three values to tax name, that is IVA, IEPS &
ISR, now are created this tags and are assigned in the sale taxs to use
in the XML generation.
* Added accounts provided following the structure provided by the SAT
this accounts are only the minimal necessary ones, with the objective
to set the first easiest engagement to new users and tags will represent the actual information
from the document linked.
* The name of the tag is the concatenation of tag.code + tag.name, because the account.tag
model have not the code field.
Note: we will need more accounts but some of them for special operations
which are not basic at all, then it is better just propose the operational accounts
once we understand a proper closing process.
* Set the proper user-types on accounts in order to be able to use it with the official reports this CoA
for operational purpose.
* Added nature field and data in tags to allow set this value in electronic account report, and
set this value with data pre loaded, we did not use user.type for this due to the fact that the same user type can have different nature (if it grows for credit or debit), I do not know if this field brakes the stable rule we can discuse about that.
* Assign the account tags with in the Mexican CoA template installation, and with an onchange(account.code) when manually modifying/creating accounts.
Rationale: If the code of the accounts follows the pattern 111.00.00 or 111-00-00 then it will
set the tag 111.00 if the tag exists, if not then this will be ignored.
* Generate an account tag by each second level account in SAT catalog, and assign to the corresponding account.
