Task 2742526
Part-of: odoo/odoo#83274
Rely on country.address_view_id instead of hacking the view on the fly. The
address layout (street VS street_name street_number street_number2) depends now
on the country of the user, not on the installed localisation. (it's now
configurable per country)
Unified street format to "Chaussee de Namur 40 - Appt 12"; the
configurable ones where actually wrong by country.
Allow street split without base_address_extended; all EDIs can now be
used with or without base_address_extended.
Merged base_address_city into base_address_extension, to avoid creating bridge
modules for no reason. Uses city_id instead of city if the country of the user
defines it AND if enforce_cities is set on this country.
Improved post_init script for large databases.
Split of street removed on res.company. (not required by any l10n)
[IMP] l10n_cn_city,l10n_nl,l10n_cl,l10n_co,l10n_pe: base_address_extended improvements
l10n_cn_city defined cities but did not provide a means to edit the city_id, so enforce_cities
l10n_nl only requires street names and numbers and thus does not need to depend on base_address_extended
l10n_cl should not depend on base_address_extended as none of the features are used
l10n_pe improve the view
l10n_co remove base_address_city dependency - move to l10n_co_edi

Before when you installed one localization e.g. PE, but then you would
install another one with a demo company, then that demo company's demo invoices
might have adapted to the structure of PE, while it might be for another
country.
In the meantime we check that the necessary latam_document_numbers are set.

A new field on tax groups makes it now possible for this group to be displayed under a subtotal label. If not set, this defaults instead to "Untaxed Amount", keeping the traditional behavior. This is intended for withholding taxes, which can now be implemented with negative taxes and a tax group with this field set.
To do that, this commit entirely refactors the way amount_by_group worked, and replaces it with a more complete json field called tax_totals_json. It also streamlines the way taxe totals are displayed on invoices, PO and SO and makes it so that a common code is called instead of copy-pasting the same block 3 times as before.
[IMP] purchase: always display tax totals by groups on purchases orders
Before, tax totals on purchase.order's form were not shown by group, and were instead all aggregated in a single "Taxes" category. The same went for the pdf export. The portal view, though, did show the totals by group. We now display the tax groups in the same way all the time.

Steps to reproduce the bug:
- install l10n_cl
- Create two contacts and for only one of the two fill in the "Identification Number" field
- Go to contact app > select both contacts to edit some of their fields at the same time
- For example, edit “City” > save
Problem:
The "Identification Number" of contact 1 is copied to the second contact,
while normally only the "city" field of the two contacts needs to be changed.
This is due to the fact that we do not check in the write function if the vat or identification_type are in values before changing the vat.
Solution:
check that `vat` or `l10n_latam_identification_type_id` are in values before changing the vat

Before, account_fiscal_country_id was only use for tax operations; and country_id was used for all the other accounting stuff. Now, with the new ability to use foreign tax reports (with foreign VAT fiscal positions), we can generalize the fiscal country, sot that it is the one that needs to be used for the whole accounting. Since foreign tax reports were not supported before, account_fiscal_country_id is already set on existing database as the country for the "main" accounting, so the impact of this change is small.

Amend the demo data to populate required fields added in dependencies of
l10n_cl.
The field l10n_latam_document_number is not required if the journal is
not using Latam invoice documents.
Issue
- Install "Accounting" & "Studio" modules
- Go to "Accounting" and switch studio editor
- Go to "Reports" tab and select "Invoices" report
- Click on any block to edit.
Not possible to edit document.
Cause
Studio cannot parse dynamic `t-call` and therefore not able
to render the corrects hooks to edit the report.
The issue has been introduced by this commit: https://github.com/odoo/odoo/commit/5c5710ae8ea045569fd94504f9d8dd5209f7b662
Solution
In the corresponding localization report template,
add an 'Inheritance Specs' (position="after") that will add a condition
where it will retrieve the rigth report name
in case localization enabled.

Ensure the code works fine even if countries are deleted.
Also consider "re"-created countries after deletion, by only considering
the country code, not the data reference.
This should reduce support requests related to deleted countries, and
ease the resolution of such problems by the users themselves.
