[FIX] project : issue_ids field should contains only the open issues. Closed issues are interesting for reporting, not for today job. A issue is closed when its stage is fold. this implies changes in rating : a search is required to find issue of the current project. This may introduce performance issue in a case of big data. Create a custom request is a too important change in a stable version.

[IMP] rating, rating_project, rating_project_issue : add 'auto validation kanban state' option. This will modify the kanban state according customer feedback. Require some change : notify by mail the follower when rating, and better sudo usage. Also update wrong code comments.

[ADD] rating_project, rating_project_issue : using the rating mixin, tasks and issues are rated when their stage changed. A email template is sent to the customer of the object.
