- Change the one of the following default account on a product category:
Stock Input Account
Stock Output Account
Stock Valuation Account
- Upgrade stock_account
The account is changed back to the default value.
This was due to commit 1bf25fc018 which attempted to solve an error
in a test.
We fix the test by making sure we check the right accounts. We also make
sure to avoid creating 2 identical `ir.properties` (one `False`, the
other with a value). We only update the property if it is `False`.

We add the valuation at date wizard by re-using the quantity at date
wizard and adding a context key to separate the both.
The same view/action is used when openning the current or at date
valuation, only the `to_date` context key is changed.
The python/xml try to create a default value for
property_stock_account_input_categ_id for all categories, but the yaml
only try for the All category and in 11.0 this is not propagated to
child categories.
This commit make the yaml coherent with account.chart.template
generate_properties and
stock_account.property_stock_account_input_categ_id XML record.

property_stock_account_input_categ_id,
property_stock_account_output_categ_id,
property_stock_valuation_account_id ir.property default values on
product.category could be duplicated eg. if l10n_generic_coa was
installed before stock_account.
This did not happen in enterprise but happened in enterprise breaking
the test added in odoo/odoo@6bcf9ac2e.
The scheduler cron will now only call `run_scheduler`. We refactore this
method to extract `_run_scheduler_tasks` and place a call to
`_merge_quant` a the end.
We override `_run_scheduler_tasks` in stock_account to run the fifo
vacuum when the scheduler cron is executed.
Kind of switches the behavior for inventory and valuation report,
meaning allows the user to see the quantity at date and disallow him to
see the valuation at date.
