with the new views, we removed the many2many_kanban widget on many2manys, since it is the default behaviour anyway, but we also removed it for a few one2manys. And this is a mistake, some one2manys have to behave like many2manys.

Several modules defines records with the external ID `base.foo_bar` while it is
created inside this module (typically menus and groups).
While there is no technical reasons to do so but this may introduce issues:
- these records will not be deleted during uninstall
- if a language is loaded before the installation of the module, it won't be
translated
The uninstallation will only remove the records with an external id linked to
this module (these would only be removed when removing base).
Installing a language before the module will drop the translations not linked
to an existing external id (as it can not be resolved).
This commit correct all the external ids tagged as from base or other incorrect
modules.
1/ ISSUES WITH BADGES:
Go to menu Employees > Badges > Select any Badge from kanban View.
Click on "GRANT THIS BADGE" button.
- When you grant a badge, the description field is not at the right place.
It should be below the employee field
- Badges Form View: "Granted Employees" should be a stat button with a counter
- Badges form view is broken, field label/values are not at right place

In view inheritance, selecting an element based on the attribute `string` is
broken, since this attribute may be translated before the inheritance is
applied. This fixes existing views to avoid such selections.
- remove otherid field from the model, and the reports
- reorganize several fields on the form
- removed group_multi_department group, departments are always activated,
as 3 departments are now in the datas
- departments menuitem is accessible to the hr officers and managers only
- removed all the configurations in the employee root menu
- moved payroll country module selection to payroll configuration
- removed useless fields from the form : attendance state, goals_ids,
remaining leaves, as they are accessible via stat buttons, kanban views, etc.

This commit has been done hastily without review. Moreover it
mixes changes related to different stuff.
The commit is then reverted to allow a propre review and cleaning
of the branch.
Challenge
- 'Reward as soon as every goal is reached' box checked by default (most of the time people want this behaviour, few special cases were do not)
- Click on challenge kanban opens goal list instead of challenge form
- Add button 'Start Challenge' clicking on statusbar is not intuitive
Badge
- When creates a challenge from badge view, set by default badge to 'For Every Succeding User' field
- replace filter 'Current' vs 'Passed' by 'Running' (in progress and done with not reached end date) vs 'Done' (done & failed without end date or end date passed)
Goal
- list of badge on employee form not the first tab
