The environment should be updated before the call to _updateAttachments,
as it depends on the env active_id.

In ac1e187ee some unecessary code and RPC were removed by ignoring
attachments in the sidebar when they would never be shown.
But there was an regression since `updateEnv` function would not
longer call redraw (which is also called in _super function).

Since cce70fd4 the attachment menu is only displayed for form view.
But if in another view there is active_ids (eg. selecting record in a
list view), we will still make a query to ir.attachment without using
the result.
Without the code change, the added test would fail when doing a
search_read RPC call to ir.attachment model.

Before this commit, when putting the mouse over an attachment in the attachment drop menu list, the date time displayed was UTC only.
After this commit, we convert that value to the correct timezone datetime.

- Fix the toolbar behaviour since there is no more dataset in the widget.

The module system needs to know the dependencies of a given module
before executing the function. This is why the dependencies were
defined once in an array, and then were described one more times in the
call to require.
But a trick can simplify this: the boot function can parse the string
representation of the module and extract the calls to require from it.
It is more work for the processor, but it leads to simpler module
definitions.
The attachment menu (list and add) has no effect in tree view (not supporting multi-items upload and display), the menu should then only be displayed in these view (opw 612534)
