When installing the Odoo Debian package on Bookworm, under certain
conditions, the following bug may arise:
`Warn: Can't find .pfb for face 'Times-Roman'`
See https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1059326
As this bug is not yet fixed on the Debian side, this commit is a
workaround.

When a odoo user already exists, the installation of the deb package
fails because the `/var/lib/odoo` directory does not exists.
The reason is that the postinst script is trying to change the
permissions of this directory which is only created if a odoo user does
not already exists.
With this commit, the permission changes only occurs when the directory
is created.

The command is not installed by default. It was available in the
python-support library which we didn't depend on and now this library
is no more in debian jessie/ubuntu xenial.
