This commit:
1) fixes the customer invoice/vendor bill outstanding debit/credit warning anchor link
2) improves the customer invoice/vendor bill outstanding section
3) fixes the customer invoice/vendor bill outstanding debit/credit warning messages when viewing an account move reversal
4) modifies the order of the 'invoice lines' tab for mobile view
1) The anchor link did not work when pointing to a field (the id of a field is not propagated into the DOM).
Hence, the target field is put inside a div with the correct id.
2) The outstanding section is placed to the right, below the amount due and next to the description for clarity purpose.
The 'Add' button is turned into a secondary button (s.t. it is more noticeable). Each entry name is now a link to to the corresponding account move.
3) The warning messages are modified because they were not consistent and confusing when viewing an account move reversal.
4) Previously, the order on the 'invoice lines' tab was: narration>total>widget, now it is: total>widget>narration

A new field on tax groups makes it now possible for this group to be displayed under a subtotal label. If not set, this defaults instead to "Untaxed Amount", keeping the traditional behavior. This is intended for withholding taxes, which can now be implemented with negative taxes and a tax group with this field set.
To do that, this commit entirely refactors the way amount_by_group worked, and replaces it with a more complete json field called tax_totals_json. It also streamlines the way taxe totals are displayed on invoices, PO and SO and makes it so that a common code is called instead of copy-pasting the same block 3 times as before.
[IMP] purchase: always display tax totals by groups on purchases orders
Before, tax totals on purchase.order's form were not shown by group, and were instead all aggregated in a single "Taxes" category. The same went for the pdf export. The portal view, though, did show the totals by group. We now display the tax groups in the same way all the time.

Refactor the tax group widget with the new JavaScript Odoo Framework:
OWL. This widget has 2 different components, one representing a tax group
and one representing the list of tax groups.

Steps to reproduce:
- Go to Invoicing
- Select an invoice
- Add credit note
- Click on "Post"
- Invoice footer is overlapped on mobile
This bug occured because of "float: right".
Get rid of this is too much work (oe_subtotal_footer is already floating),
so we decided to keep it with a "clear: both".
In desktop, this element is on the right of the screen but
on mobile we take the whole horizontal space.

Before when creating a vendor bill with a tax 15% and a price unit less than 87, the widget to edit the tax amount was wrongly displayed, the pencil and amount was broken into two lines. This fixes this behavior by ensuring that the all block stays together using the css property white-space: nowrap

This allows to set up a mail alias per purchase journal. Then share that email address to your supplier, or use it internally to forward the vendor bills received by mail, to automatically create an empty vendor bill with the mail attachments linked, and the partner might be filled if the source email matches a supplier.
Thanks to the document preview on the side, it's now super easy and super fast to copy the vendor bill info from the received PDF into the account.invoice object. This would eventually be improved later on (IAP).

The account payment widget did not work at all, since we pushed the new
views. With this commit, we adapt the code to the new views (note: the
file account_payment_widget was renamed in account_payment_field).
- Use less instead of sass
- Use class name of both old and new designs
- Small CSS tweaks to support both designs
- JS compatibility fixes + a little cleanup
- The ctrl-enter shortcut only reconciles balanced entries
The CSS on the linei with the "New" button of an bank statement
reconciliation wizard was only applied when there was only a multiple of
two "block" before.
Hence it worked when there was a multiple of 2 cases before, but if not
(for example when account_analytic_plans is installed) on:
- google chrome: the button is on the right (instead of on a line by its
own).
- firefox: idem, but also a difference in float display positioning
caused the parent container to not take floating elements into account
to calculate it's height.
This fix apply the CSS independently if the last block is even or odd.

- Animation speed, which is set to 0 when there's no match to prevent a visual glitch, is restored otherwise
- action panes (match / create) are not displayed via CSS, so the widget needs to purposefully show them instead of purposefully hide them
It now looks less broken, but the logic is flawed it its core. It seems
totally weird to create a custom view for that purpose. Also, the UI
is totally crazy.
1/. Onchange on Cash Control was not working in POS
2/. Added new css for cash control
3/. Fixed the issue for the space between the Real Closing Balance and Differences.
